The Town of Acton, Massachusetts (the “Town”) is hereby requesting proposals from qualified appraisers to perform real estate review appraisals in connection with improvements of the intersections and extending roadways of Massachusetts Avenue (Route 111), Main Street (Route 27) and Community Lane (Kelley’s Corner). An aerial locus plan highlighting the project area is attached. The proposed improvement project may include the installation of new traffic signals, roadway widening to accommodate complete streets and additional turn lanes, utility relocation, and pedestrian amenities.

The Town owns Main Street. The State owns Massachusetts Avenue including the intersection area with Main Street. Except for properties directly on Massachusetts Avenue, the Town will be responsible for the right-of-way acquisition process and for compensating abutting private property owners for any damages that result from the project. MassDOT will be funding construction under the state’s Transportation Improvement Program (“TIP”). State and Federal funding requires that the Town follow the Federal Uniform Act and MassDOT procedures for right-of-way acquisition. The Town expects to receive Federal clearance to begin appraisals in January 2020 (although early acquisition approval was granted for portions of one property).
